Yes. Paper Route Premiums requires agents to be licensed — signing up asks for an NPN (National Producer Number) and the states an agent is licensed in, and an agent needs to be approved before they can claim live inbound calls or purchase Hot Leads and Aged Packs.
Leads and calls are also scoped to an agent’s licensed states specifically — an agent only sees and can claim inventory in states they’re actually licensed to write business in.
