2026 Pay-Per-Call Insurance Lead Report: Cost, Volume & Close-Rate Data

Real, sourced numbers from Paper Route Premiums’ own live platform data — not industry estimates or third-party survey figures. Every number below traces back to a specific database query described in the Methodology section.

Call volume & connect rate

Over 30 days ending 2026-08-16, Paper Route Premiums routed 3,009 live inbound call offers to agents. 1,174 (39.0%) connected to an agent, and 990 (32.9%) stayed connected past the 10-second free-look buffer and became billable.

  • 433 (14.4%) rang out with no agent answering
  • 1,381 (45.9%) had no agent available and were routed to the AI backup instead of a human

Average connected-call duration was 7.2 minutes (430s). That average is pulled up significantly by a smaller number of very long calls — the median connected call lasted only 41 seconds, which is a more representative picture of a typical connect.

Cost per call

Live Inbound Calls are priced at a flat $20 per billable call — free to claim and listen for the first 10 seconds, only charged if the agent stays on the line past that. The real average of what agents were actually billed across all 990 charged calls in the period was $20.33, slightly above the $20 base rate due to a small number of calls billed under an agency markup fee.

Hot Leads & Aged Packs pricing

Hot Leads (exclusive, pre-qualified callers sold to a single agent) are priced at 3% of the lead’s annualized premium, with a $15 floor on any single lead regardless of premium size. In the reporting window, 72 Hot Leads sold for a combined $2,237.00 — an average of $31.07 per lead.

Aged Packs (bulk, lower-cost leads sold in packs of 25/50/100/1,000 at $5 per lead) saw 8 packs sold for $215.00 in the same window.

Close rate & sales volume

Data caveat, read before citing this section:the numbers below reflect only sales agents logged back into the platform’s own Sales tracker. Some real closes happen through carrier portals or local dialers that don’t sync back automatically, so the true close rate is very likely higher than what’s computable here. Treat this as a floor, not a definitive figure.

18 sales were logged as closed in the reporting window, totaling $18,368.00 in annual premium — an average of $1,020.44 per sale. Against the 990 billable calls in the same period, that’s a raw 1.8% logged-close rate — again, understood to be an undercount per the caveat above.

[PLACEHOLDER: a corrected close-rate figure, once CRM/carrier-portal sales sync closes the under-reporting gap described above — needs Landon’s review before this section states a number as definitive rather than a logged-sales floor.]

[PLACEHOLDER: close-rate or cost-per-sale broken out by state — with only 18 logged sales total across all states in this window, a per-state breakdown would have sample sizes too small per state to be statistically meaningful. Worth revisiting once sales volume grows or over a longer trailing window.]

Scale

As of this report, Paper Route Premiums has 380 approved agents active on the platform, licensed across 49 states plus Washington, D.C. in aggregate — New York is the only state without an active licensed agent right now.

Methodology

All figures were pulled directly from Paper Route Premiums’ production database on 2026-08-16, covering the 30 days prior. Call volume/status/duration figures come from the platform’s inbound-call-offer records; revenue and pricing figures come from the wallet transaction ledger; sales figures come from the agent-facing Sales tracker (see the caveat in that section above for its known limitation). No figure on this page is an industry estimate, survey result, or third-party statistic — everything is this specific platform’s own activity, and is refreshed periodically, not live.
